That is not the wing used on a '95 Nissan twin turbo; it is from earlier cars 1990- 1993; later wings were raised a few inches off the body. From 1991 on, all U.S. cars came with an airbag. Lack of one may indicate a 1990 model, at least in the U.S. You can check the year of manufacture by opening the driver's door and looking for the plate that gives the VIN and year and month of manufacture, located in the liver right hand corner. The two photos shown are from an unusual distance and show no detail; can't really tell if the car has the TT fascia with an intake for the intercoolers on each side below the turn signals and foglights. The price is good for a twin turbo if the mileage is accurate, and if other things check out. I would be very skeptical, based on the info you have.
